Today, I had the honor of presenting PA Senate Citations to the Northern York County Regional Police Department in honor of Detective Isaiah Emenheiser and Detective Mark Baker, who tragically lost their lives in the line of duty on Sept. 17, 2025.
Detective Emenheiser faithfully served both as a United States Secret Service Agent and for 20 years with NYCRPD, specializing in accident reconstruction and serving as a Field Training Officer. He was the recipient of numerous honors, including Officer of the Year, the Statewide Top Municipal Officer Award, the Medal of Merit, and the Lifesaving Award. Beyond his service, he was a devoted family man, coach, and community member.
Detective Baker served more than 21 years with NYCRPD after beginning his career with the Philadelphia Police Department. A U.S. Army Military Police veteran, he pioneered NYCRPD’s forensics program, served on the Highway Patrol, held the position of Detective for 15 years, and advised the NYCRPD Explorer program. He also served on an FBI task force and as an instructor in computer forensics. Active in his community, Detective Baker served as a Scout leader, participated in pet therapy work, and enjoyed hiking, camping, and supporting Philadelphia professional sports teams.
My deepest condolences go out to their families, friends, and colleagues. Their courage, dedication, and sacrifice will never be forgotten.

All 100% disabled veterans in PA would be eligible for free hunting licenses under legislation passed by the Senate. If enacted, the bill would close a gap in state law and ensure fair treatment for those injured in any service-related capacity.

My bill, the REINS Act, brings much-needed transparency and discipline to the rulemaking process. This legislation will:
✅ Requires formal cost analysis for any regulation with a $1M+ annual impact
✅ Mandates a vote by the General Assembly before such rules take effect
✅ Empowers elected lawmakers, not unelected bureaucrats, to make the final call
This is the first step toward restoring legislative oversight and protecting taxpayers from burdensome, expensive regulations.
This bill is now with the PA House for consideration after passing in the Senate this spring.
This Thanksgiving, I’m especially grateful to represent the 31st Senatorial District and to have met so many individuals who dedicate their time and energy to making our communities stronger.

The 2025-26 #PAbudget is a reckless plan that pushes Pennsylvania toward a fiscal cliff. Treasurer Stacy Garrity and the IFO have already sounded the alarm. Without real reforms, taxpayers will face new and higher taxes.
Pennsylvanians deserve better.
