School Property Tax Elimination Act

We’ve introduced the School Property Tax Elimination Act to end school property taxes and give Pennsylvanians the relief they deserve.

Senate Bill 962, introduced by Sen. Keefer, and House Bill 1649, introduced by Rep. Wendy Fink, would replace school property taxes with a fairer, more stable revenue model while ensuring strong funding for schools.

Key highlights:

  • Eliminates school property taxes
  • Replaces them with a 1.88% personal income tax increase and 2% sales and use tax increase
  • Provides $300 million in new funding to Philadelphia schools in the first year
  • Lowers mortgage escrow payments and boosts housing affordability
  • Requires landlords to pass savings on to tenants for one year
  • Provides more funding for educators than proposed cost-of-living adjustments
  • Incentivizes blight reduction and community revitalization
  • Spurs economic growth and job creation
