PennDOT Construction Projects for Cumberland and York Counties

As we enter the winter months, PennDOT no longer sends weekly roadwork schedules. Instead, we will share PennDOT news releases about specific construction projects planned in our senatorial district.

These updates are provided sporadically based on project timelines, so the information at this link may not change weekly. Please note that it may not include every construction project or be fully accurate.

We hope these updates help you avoid delays and make your travel easier.

Oct. 1 – May 1

The PennDOT announced that a superstructure replacement project for the bridge that carries northbound Route 11/15 (Enola Road) over Conodoguinet Creek in Wormleysburg Borough and East Pennsboro Township, Cumberland County, is scheduled to resume soon.

Weather permitting, on Wednesday, October 1, the park and boat launch downstream of the bridge at Front Street in East Pennsboro Township will be closed through May 1, 2026, for construction activities including bridge demolition, rebuilding piers, beam setting and construction materials staging.

Beginning Tuesday, October 7, southbound Route 11/15 will be placed in a single lane configuration at the bridge. Northbound traffic on Route 11/15 will be shifted to the other lane on the existing southbound bridge so that a single lane in each direction will run on the southbound bridge. A temporary pedestrian walkway also will be in place. This long-term traffic pattern will be in place until the new bridge is built and traffic is placed in its normal configuration.

This project includes bridge deck replacement, pier rehabilitation and paving.

Jan. 12 – Sept. 9

PennDOT announced that the Route 74 (Carlisle Road) bridge spanning Conewago Creek between Alpine Road and Conewago Road in Dover and Warrington townships is scheduled to be closed for replacement in January.

Weather permitting, the bridge will be closed Monday, January 12. A detour of up to 240 days will be in place using Harmony Grove Road (Route 4014), Wellsville Road (Route 4012) and Route 74 (Carlisle Road). The new bridge is expected to open to traffic by September 9, 2026.

Mar. 8 – Apr. 8

PennDOT announced that a pavement patching project that includes repairs to a sinkhole and other improvements on a section of Route 30 as well as work on Roosevelt Avenue (Route 4001) in York County is scheduled to resume the night of Sunday, March 8. 

Weather permitting, the contractor will work from 8 p.m. to 6 p.m, Sunday through Thursday nights.  Work starting next week includes repairing inlets, patching potholes, and placing seed. This work will be followed by line painting, which will complete physical work on the project. All work is expected to be completed in about a month, weather permitting.

This work is part of a project that includes concrete patching, concrete paving, diamond grinding, asphalt milling, base repair, asphalt overlay, guiderail updates, ADA ramps, signs, pavement markings, and other miscellaneous construction on Route 30 from Route 74 in West Manchester Township to Interstate 83 in Manchester Township.

PennDOT announced that utility pole replacement work is scheduled for next week on various routes in south central Pennsylvania.

Weather permitting, this work will be performed at these locations from 9 a.m. to 3 p.m. starting Monday, March 9, and continuing through the week, including Saturday and Sunday, if needed.

This work will be performed at the following locations:

  • York Road (Route 74) from Fairview Street to Connector Road in South Middleton Township, Cumberland County. There will be lane closures under flagging on York Road.
  • Forge Road (Route 2003) from Fairview Street to Forgedale Drive in South Middleton Township, Cumberland County. There will be lane closures under flagging on Forge Road.
  • School House Road (Route 2013) from Gates Road to Route 2011 in Conewago Township, Dauphin County. There will be lane closures under flagging on School House Road.
  • Richland Avenue (Route 2011) from Broad Street to Railroad Street in Myerstown Borough, Lebanon County. There will be lane closures under flagging on Richland Avenue.
  • South Forge Road (Route 117) from Hemlock Street to Buttonwood Street in North Londonderry Township, Lebanon County. There will be lane closures under flagging on South Forge Road.
  • Mount Wilson Road (Route 241) from Mount Pleasant Road to Raven Lane in South Londonderry Township, Lebanon County. There will be lane closures under flagging on Mount Wilson Road.
  • Ono Road (Route 4007) from Blacksmith Lane to Valley Drive in East Hanover Township, Lebanon County. There will be lane closures under flagging on Ono Road.
  • Main Street from Mark Street to Locust Street in Palmyra Borough, Lebanon County. There will be lane closures under flagging on Main Street.
  • Prescott Road (Route 2005) from King Street to Cumberland Street in South Lebanon Township, Lebanon County. There will be lane closures under flagging on Prescott Road.
  • Route 15 south from Golf Course Road in Carroll Township to Range End Road in Franklin Township south of Dillsburg in York County. There will be lane closures in both directions for Route 15.

Travelers should be alert and drive with caution through the work zone.

Mar. 23, 2026 – Jun. 15, 2027

PennDOT announced that a pavement preservation project is scheduled to begin on Route 11/15 (Enola Road) and Interstate 81 in East Pennsboro Township, Cumberland County. The work limits on Route 11/15 extend from just south of Valley Road to just north of Bella Vista Drive, and on I-81 from the Route 11/15 Interchange to the Miller Street bridge spanning the interstate.

Weather permitting, work will begin Monday, March 23. The contractor will begin trenching operations for the highway lighting system on northbound and southbound I-81. Most work will occur outside the shoulder limits of the interstate, including the Enola and Marysville on/off ramps.

Short term shoulder closures will be in place Monday through Friday from 9:00 AM to 3:00 PM. There will be no restrictions during peak travel times (6:00 to 9:00 AM and 3:00 to 6:00 PM).

Beginning the week of March 30, the right lane and shoulder along northbound and southbound Route 11 will be closed between 8:30 AM and 3:30 PM so shoulders can be milled and paved in preparation for traffic shifts to be implemented during the first phase of construction. This work is weather permitting and subject to change.

No traffic restrictions will be in place from 6:00 AM Friday, April 3, to 6:00 AM Monday, April 6.

On or around Monday, April 27, a temporary traffic signal will be installed at Route 11/15 and E. Columbia Road (Route 1017) to facilitate a detour for Valley Road, which will be closed to left turns onto and from northbound Route 11/15 due to work at the intersection.

Long-term and short-term detours are also planned for the I-81 ramps at Route 11/15.

Traffic will be controlled using lane shifts, lane restrictions, and channeling devices. Traffic on Route 11/15 will initially be shifted to the right to accommodate work on the inside lanes. No lane restrictions are permitted on I-81 during daylights hours, and on Route 11/15 during peak morning and afternoon travel times. All work is expected to be completed by June 15, 2027.
