Keefer’s Water Infrastructure Bill Heads for Enactment After Unanimous Passage

HARRISBURG — Legislation sponsored by Sen. Dawn Keefer (R-31) to ensure adequate water resources are confirmed before final approval of subdivision and land development projects has passed both the Senate and House of Representatives with unanimous support.

“Responsible growth requires responsible planning,” said Keefer. “Before a development receives final approval, communities should know that adequate water resources are available to serve it. This commonsense bill ensures water infrastructure keeps pace with growth, protects public health and gives municipalities greater certainty when reviewing development projects.”

Senate Bill 1287 closes a procedural gap in current law by requiring evidence of adequate water service to be presented before final subdivision or land development approval. While current law already mandates subdivision and land development ordinances to require applicants to provide evidence of adequate water service, it does not specify when that evidence must be submitted. This legislation establishes a clear and consistent deadline: before final approval.

The bill now heads to the governor’s desk to become law.
