Senate Passes My REINS Act to Rein in Costly Regulations

On June 10, the Senate passed my bill, Senate Bill 333, also known as the REINS Act (Regulations from the Executive in Need of Scrutiny). This legislation is a major step forward in restoring legislative oversight and accountability for costly regulations. Under the bill, any proposed regulation with an estimated annual impact of $1 million or more must go through a formal cost review by the Independent Fiscal Office and be approved by the General Assembly. If the legislature does not act within 30 calendar days or 10 legislative days, the regulation cannot move forward.

Too many burdensome rules are coming out of executive agencies without proper scrutiny. These rules drive up costs, delay development and hurt Pennsylvania’s families, small businesses and communities. The REINS Act ensures that your elected representatives, not unelected bureaucrats, have the final say on major regulations that affect our commonwealth.

Talking State Budget Challenges on the R.J. Harris Morning Show

I recently joined R.J. Harris on the R.J. Harris Morning Show to discuss the ongoing state budget negotiations in Harrisburg. With the 2025–26 state budget due by June 30, it is officially budget season in Pennsylvania and there are serious challenges ahead.

Last year, the commonwealth overspent by $3.5 billion, creating a significant shortfall before the new fiscal year even begins. In our conversation, I emphasized the urgent need to right-size our spending, rein in growth and make responsible choices that protect taxpayers and promote long-term fiscal health.

Scouting America Comes to the Capitol

I had the pleasure of welcoming Scouting America to the PA Capitol for its annual report to the commonwealth.

It was especially great to connect with Joshua Myers of Troop 67 in Dover, a proud constituent from my district.

Senate Local Government Committee Advances Key Bills to Support Municipalities and Promote Transparency

Last week, I had the privilege of chairing the second meeting of the Senate Local Government Committee, where we advanced several important bills focused on strengthening local governments and increasing transparency across the commonwealth.

One of the key pieces of legislation we approved was Senate Bill 194, sponsored by Sen. Doug Mastriano. This bill modernizes Pennsylvania’s outdated public notice requirements by giving local governments the flexibility to use a mix of electronic and print platforms to publish notices, rather than relying solely on printed newspapers. By embracing today’s technology, Senate Bill 194 will streamline operations, reduce costs and ensure public notices are more accessible to residents.

Senate Approves Bill to Secure and Modernize PA’s IT Infrastructure

The Senate unanimously approved two cybersecurity bills to strengthen the commonwealth’s digital defenses.

Senate Bill 376 would ban TikTok from all state-owned devices and networks, citing national security risks. It would bring Pennsylvania in line with federal guidelines and action taken by more than 39 other states and State Treasurer Stacy Garrity.

Senate Bill 377 would require all state IT contracts to meet cybersecurity standards established by the National Institute of Standards and Technology, a move aimed at protecting taxpayer-funded systems and reducing the risk of data breaches across state government.

Both measures now head to the House of Representatives for consideration.

PennDOT Roadwork Schedules for Cumberland and York Counties

To help you stay informed and plan your travels, I will be sharing weekly updates on PennDOT’s roadwork schedules for Cumberland and York counties. This information comes directly from PennDOT but may not include every roadwork project or be completely accurate. Updates will be posted every Friday as long as PennDOT provides the information. There may be weeks when no new details are shared. I hope these updates help you avoid delays and make your travel easier.
