Modernizing Apprenticeship Ratio Standards to Build a Stronger WorkforceTo secure a robust future for Pennsylvania, we must ensure our emerging workforce is thoroughly trained and equipped for the demands of today’s high-skill industries. Unfortunately, excessive regulations are stifling apprenticeship programs, preventing hardworking Pennsylvanians from accessing the training needed for high-demand jobs and hindering our ability to meet workforce needs. Under existing rules, nonunion apprenticeship programs are bound by a rigid four-to-one supervisor-to-apprentice ratio, while union programs enjoy the flexibility to establish their own standards. This disparity not only undermines consistency in training quality, but also places an undue burden on small businesses — entities that play an indispensable role in our economy. To address this inequity and establish a coherent training framework, I am introducing the Apprenticeship Ratio Standards bill. This legislation calls for a rational, industry-specific approach to ratios that applies to both union and nonunion programs, based on the real risks of the job rather than arbitrary mandates. For small businesses, the bill provides greater flexibility by permitting a one-to-one ratio for the first three apprentices, transitioning to a three-to-two ratio thereafter. This balanced approach ensures practicality without compromising oversight. This legislation is designed to empower employers to cultivate the skilled workforce Pennsylvania needs, enhance workforce development and maintain safety standards — a commonsense solution for our commonwealth. Budget Hearings Reinforce Need for Greater Financial AccountabilityAfter three weeks of detailed public hearings examining Gov. Josh Shapiro’s $51.5 billion budget plan — which would increase state spending by an eye-popping 7.5% compared to the current fiscal year — it is clear that his priorities are very different than those of Senate Republicans. Shapiro’s unsustainable spending plan would quickly drain every dollar in the state’s bank accounts — including our entire $7.3 billion in emergency savings in the Rainy Day Fund — within two years. This is especially troubling at a time when respected, nonpartisan sources like the Independent Fiscal Office are warning that Pennsylvania faces serious financial challenges. Notably, not even Shapiro’s own team claims that the astronomical cost of his proposed budget can be paid for without higher taxes. Senate Republicans will fight for taxpayers throughout this year’s state budget negotiations. We will continue to work toward a responsible state budget that promotes economic growth, job creation and fiscal stability for the commonwealth. Supporting Black Bear Conservation with the PA Game CommissionRecently, I had the unique opportunity to accompany the Pennsylvania Game Commission in the field as it conducted routine checks on black bear dens. I learned about how this helps ensure the health and sustainability of Pennsylvania’s black bear population. The Game Commission’s team carefully monitors bear health, tests for diseases and tags bears for future research. Black bear management is essential for maintaining ecological balance and preventing human-wildlife conflicts. I am grateful for the opportunity to witness this vital work firsthand and to experience unbearably adorable REAL bear hugs. A Growing Local Success: Quality Greenhouses and Perennial FarmMy team had the pleasure of spending a beautiful day touring Quality Greenhouses and Perennial Farm in Dillsburg. During our visit, we learned about the greenhouse industry, the business’s operations and its plans for future growth. This thriving local business supports Pennsylvania’s agricultural economy — creating jobs, supporting the community and providing valuable educational opportunities for schools, universities and extension offices. A huge thank you to the incredible staff for sharing insights into their work and how their products impact both local and regional markets. Discussing Key Issues at “Java with Joe”We had great conversations with community members at PA State Rep. Joe D’Orsie’s “Java with Joe” event at Leg Up Farmer’s Market in Manchester Township. The discussion covered key issues such as government regulations, the state budget and education, all of which have a significant impact on our local communities. Thank you to everyone who attended, asked questions and shared their thoughts. Celebrating St. Patrick’s Day in Our CommunityThank you to everyone who stopped by PA State Rep. Marc Anderson’s and my booth at the 2nd Annual “Best St. Patrick’s Day Party Ever” in downtown New Cumberland this past Saturday! It was wonderful to see such a large community turnout and support for our local businesses. We enjoyed connecting with the community, answering questions and sharing information about our legislative priorities. Highlighting Government Transparency During Sunshine WeekSunshine Week, March 16-22, reminds us of a fundamental truth: transparency keeps government honest. In Pennsylvania, our Sunshine Act and Right-To-Know Law are essential tools for ensuring public access, but they require ongoing vigilance to work effectively. As your senator, I’m committed to cutting through bureaucracy and making sure tax dollars, meetings and lawmaking stay in plain view — because an informed citizenry strengthens our commonwealth. Let’s use this week to reaffirm our commitment to an open and accountable government.
